N.B. Course Facilitators are available to provide 1 to 2 day Seminars at the location of group meetings in country upon organization's request.

This course provides an overview of the campaign and legislative advocacy process, including educating the media, which provides public support for the passage and enactment of smoke-free legislation.  This course, (for cities, provinces or countries in early stages of updating their tobacco control legislation), includes the following topics:

  • Community public education and media campaigns about the harmful effects of second hand smoke;
  • Translating second hand smoke science for reporters and the public;
  • Making second hand smoke science and research relevant to the development of smoke-free campaigns;
  • Mobilizing communities, (including faith based communities), to gain support for smoke-free laws;
  • Developing effective media and communication campaigns; 
  • Fundraising for smoke-free campaigns;
  • Developing counter-marketing campaigns to counter the tobacco industry’s influence;
  • Avoiding the most common mistakes and pitfalls made in smoke-free campaigns;
  • Countering tobacco industry opposition effectively;
  • Addressing problems of drifting smoke in multi-unit residential housing and outdoor areas such as entrances, beaches, parks, sports facilities, and outdoor cafes after indoor air laws have been effectively enacted and enforced;
  • Countering bureaucratic inertia: motivating internal government departments, (including reluctant enforcement agencies) to enforce smoke-free legislation;
  • Analysis from case studies of campaign lessons;
  • Group Activities: Simulated (mock) press conferences, and public legislative hearing;
  • How to unify coalitions: preventing “turfism” and resolving conflicts that could interfere with successful smoke-free legislative campaigns;
  • Preventing burnout when the work becomes overwhelming: energizing, sustaining and motivating staff and volunteers.
